February 20, 1999 — A woman who looked like a tiger attacked and brutally beat several bikers outside Dinosaur Barbecue. There were complaints, but the bikers refused to cooperate with police.

February 21, 1999 — A man was found having been strangled to death outside City Hall, as though he had been hanged. His blood indicated that he was extremely inebriated and he had been castrated, but strangulation was the cause of death. No identification was available, but he has since been identified by police. March 4, 1999 — A house on Hoff Street exploded shortly after a caucasian man entered. The house was suspected of being used as a makeshift brothel where the prostitutes worked in exchange for crack. At least eleven people were killed in the blast and four others were killed in the ensuing fire which claimed five houses in the neighborhood, including a firefighter. There were many injuries. March 11, 1999 — A police lock-up on Jay Street was robbed of exactly $1 million in seized funds. There was significantly more available, but only 1 million was stolen. The thief was a paranormal surrounded by a field that prevented the police from harming him and that he was able to expand to smash through walls and barriers. He was very polite and apologized several times, once admonishing an officer for using poor grammar. As he was leaving, he handing a female officer a card with ‘IX.2’ on it.
